The v3.2 stress index is a six-axis composite of energy and food exposure, geopolitical pressure, fiscal headroom, demography and supply concentration, normalised to a 0–1 scale.
Portugal imports all of its fossil fuels but has built one of Europe's highest renewable-power shares and hosts the Sines LNG terminal, an Atlantic gateway for seaborne gas. Weak interconnection with the rest of Europe leaves it, with Spain, an energy island. Very low cereal self-sufficiency makes it a structural food importer exposed to drought.
Portugal has faced prolonged drought, drawing southern reservoirs in the Algarve and Alentejo to low levels.
