The v3.2 stress index is a six-axis composite of energy and food exposure, geopolitical pressure, fiscal headroom, demography and supply concentration, normalised to a 0–1 scale.
Luxembourg has almost no domestic energy resources and imports nearly all of its supply, with electricity and gas drawn from neighbouring grids. Cross-border road-fuel sales inflate its consumption figures. Its small landlocked market and total import dependence are its defining vulnerabilities.
Luxembourg has adequate water resources, with the Upper Sûre reservoir its main store.
