The v3.2 stress index is a six-axis composite of energy and food exposure, geopolitical pressure, fiscal headroom, demography and supply concentration, normalised to a 0–1 scale.
Finland severed its energy links with Russia after 2022, adding the Inkoo floating LNG terminal and bringing the Olkiluoto 3 reactor to full output. It maintains an unusually deep national stockpiling system covering fuels, grain and other essentials. Cold-climate heating demand and Baltic security define its exposure.
Finland, the land of thousands of lakes, is among the most water-rich countries in the world.
