The v3.2 stress index is a six-axis composite of energy and food exposure, geopolitical pressure, fiscal headroom, demography and supply concentration, normalised to a 0–1 scale.
Cabo Verde, an arid Atlantic archipelago, imports all of its energy and the overwhelming majority of its food. It has invested in wind and solar to cut diesel reliance across its island grids. A stable democracy, its economy rests on tourism, services and remittances.
Cabo Verde has no permanent rivers and faces chronic drought, depending on desalination.
