The v3.2 stress index is a six-axis composite of energy and food exposure, geopolitical pressure, fiscal headroom, demography and supply concentration, normalised to a 0–1 scale.
Kyrgyzstan generates much of its electricity from Soviet-era hydropower dams but imports nearly all of its fuel and faces recurrent winter electricity shortages as water levels and ageing plants fall short. Landlocked and mountainous, it is among the poorest Central Asian states.
Mountainous Kyrgyzstan is a water tower for Central Asia, though glacier retreat is a long-term concern.
