The v3.2 stress index is a six-axis composite of energy and food exposure, geopolitical pressure, fiscal headroom, demography and supply concentration, normalised to a 0–1 scale.
Timor-Leste depends almost entirely on offshore oil and gas revenue channelled through a sovereign wealth fund, but its producing fields are nearly exhausted and the large Greater Sunrise project remains undeveloped. One of Asia's poorest states, it imports refined fuel and much of its food.
Timor-Leste faces a long dry season and recurrent drought that strain water supply.
