The v3.2 stress index is a six-axis composite of energy and food exposure, geopolitical pressure, fiscal headroom, demography and supply concentration, normalised to a 0–1 scale.
Lesotho, a small mountain kingdom entirely surrounded by South Africa, imports all of its fuel and depends on its neighbour for trade, jobs and part of its electricity. Its abundant water — exported to South Africa through the Highlands Water Project — and hydropower are key assets. It imports most of its food.
Mountainous Lesotho is water-rich and exports water to South Africa, though dry years lower reservoirs.
